HOPE-GOV Lagos: $500M Drive by World Bank & FCMB for Education & Healthcare

A major transformation is underway in Lagos as the World Bank, FCMB, and the Lagos State Government push forward the Human Capital Opportunities for Prosperity and Equity–Governance (HOPE-GOV) programme. This $500 million initiative aims to strengthen basic education and primary healthcare systems, improving public service delivery for Nigerians.

What HOPE-GOV Means for Lagos

The programme focuses on performance-based outcomes, moving away from traditional input-based spending. This means that funds are tied to verified progress, ensuring that schools and primary health centres improve the quality of services offered.

“For us in Lagos, this is about people. It is about ensuring that a child has access to the right learning materials, that a mother receives quality care at a primary health centre, and that public resources are managed transparently for all to see.”- Governor Babajide Sanwo-Olu

This approach prioritizes transparency, efficient procurement, and institutional accountability, making public systems more reliable and effective.

Role of World Bank and FCMB

The World Bank addresses long-standing structural gaps in service delivery by supporting performance-led funding and institutional reforms. Senior Procurement Specialist Akin Onimole notes that Lagos has committed to strengthening procurement and institutional frameworks, which ensures reforms translate into tangible results.

FCMB supports the programme’s fund flows and plays a crucial role in expanding access to education and healthcare. CEO Yemisi Edun stated:

“By supporting education and primary healthcare, we are contributing to a system where more people can participate and progress.”
