Lagos State Enforces Mandatory Health Insurance to Protect Residents

The Lagos State Health Management Agency (LASHMA) has announced plans to enforce mandatory health insurance across hospitals in the state. This initiative aims to expand coverage, reduce out-of-pocket medical expenses, and provide stronger financial protection for residents.

The enforcement plan was shared during the LASHMA First Quarter 2026 Healthcare Providers’ Engagement Meeting held in Alausa, Ikeja. The agency intends to implement this in phases across public and private healthcare facilities, as well as informal and formal sectors.

Why Mandatory Health Insurance Matters

According to the Permanent Secretary of LASHMA, Emmanuella Zamba, the goal is not to punish residents or healthcare providers but to ensure compliance with existing laws while protecting Lagos residents from unexpected medical costs.

“Health insurance is a protective mechanism. No one plans to fall ill, but when illness comes, financial protection must already be put in place.” — Emmanuella Zamba, Permanent Secretary, LASHMA

With Lagos’ growing population, having widespread health insurance is crucial to achieving universal health coverage. It ensures that residents can access quality care without the burden of high medical bills.

Benefits of Enrolling in Health Insurance

Financial Protection: Avoid sudden medical expenses that can disrupt your budget.

Access to Quality Care: Receive treatment at approved hospitals without worrying about payments.

Peace of Mind: Know that you and your family are covered in case of illness or emergencies.

Compliance with State Laws: Following the government’s mandate ensures you avoid penalties while supporting public health initiatives.

How Residents Can Participate

Residents can take part in the health insurance scheme by:

Visiting Healthcare Facilities: Many hospitals now have enrolment desks for immediate registration.

Registering Online: Check the LASHMA website for online registration options under the ILERA EKO Health Insurance Plan.

Ensuring Staff Coverage: Healthcare providers are encouraged to enrol their staff first, setting an example for residents.

It’s important to note that in life-threatening emergencies, patients will receive treatment immediately, with proof of insurance requested after stabilisation.

Working Together for a Healthier Lagos

The enforcement of mandatory health insurance is a collaborative effort. By participating, residents contribute to building a stronger, more reliable healthcare system that benefits everyone—patients, providers, and the integrity of the health insurance scheme.

LASHMA continues to conduct compliance and readiness visits to healthcare facilities to ensure smooth operations, proper enrolment, and adherence to scheme guidelines.

Mandatory health insurance in Lagos is more than a regulation—it is a life-saving initiative designed to protect residents from financial stress, improve access to quality healthcare, and strengthen public trust in the health system. Residents and healthcare providers are encouraged to embrace the scheme and secure a healthier future.
